Anyone who does not have a toilet in their home will not get government loans or even crucial land ownership documents!

Bizarre new diktat?:

I did not understand why Imtiaz Jaleel of NDTV calls "bizarre new diktat" and "a shocking extreme" to Chandrakant Dalvi's (Collector, Pune) initiative to implement "Nirmal Gram Yojana", a policy aimed at setting up one toilet in every household in Maharashtra.

This program was introduced five years ago. But only half the gram panchayats in Pune district have complied with it so far. A basic toilet costs over Rs 4,000 to build. Government also gives some subsidies. To meet the target, Pune district collector has to build two lakh toilets this year.
